值此金砖国家数字产业生态合作网络签约大会圆满落幕之际，谨向全球 36 个国家的各界同仁与合作伙伴，致以诚挚的敬意与美好的期许！

As the signing ceremony for the BRICS Digital Industry Ecosystem Cooperation Network draws to a successful close, I would like to extend my sincere respects and best wishes to colleagues and partners from all walks of life across 36 countries worldwide.

本次大会是金砖数字合作进程中里程碑式的重要事件，开创了多边数字融合、协同共赢的全新国际合作格局。自 2024 年 10 月金砖国家数字产业生态合作网络、金砖国家工业能力中国中心正式倡议发起，历经一年多系统筹备与深耕推进，在工信部中国信息通信研究院统筹运营下，金砖数字产业云平台成功落地启用。本次多国集中签约，将各方合作共识固化为统一工作目标与落地准则，标志着金砖多边数字协作网络正式成型，为全球数字产业协同发展奠定坚实基础。

This conference stands as a landmark event in BRICS digital cooperation, ushering in a brand-new pattern of international cooperation featuring multilateral digital integration and win-win collaboration.

Since the official proposal to launch the BRICS Digital Industry Ecosystem Cooperation Network and the BRICS Industrial Capacity China Center in October 2024, we have undergone over a year of systematic preparation and intensive advancement. Under the overall coordination and operation of the China Academy of Information and Communications Technology (CAICT) affiliated with the Ministry of Industry and Information Technology, the BRICS Digital Industry Cloud Platform has been successfully launched and put into service.

The collective signing by multiple countries has translated the consensus of all parties into unified work objectives and implementation guidelines. It marks the official establishment of the BRICS multilateral digital cooperation network and lays a solid foundation for the coordinated development of the global digital industry.

数字时代浪潮奔涌，前沿技术全面重塑全球产业体系与发展模式。本次金砖合作以助力各合作国本土发展为核心宗旨，坚守属地赋能、惠民利民的合作初心。我们将为每一个合作国家量身搭建本土化专属数字合作平台，精准筛选适配各国产业升级、社会治理、民生提质的重点数字项目，紧扣各国发展实际需求，以服务国家建设、服务社会发展、服务民众福祉为根本目标，让每一项合作成果扎根属地、落地见效、惠及全民。

The digital era is advancing rapidly, with cutting-edge technologies comprehensively reshaping the global industrial system and development models. Centered on boosting domestic development of all participating countries, this round of BRICS cooperation stays true to its original aspiration of empowering local regions and benefiting the people.

We will build tailored localized digital cooperation platforms for each partner country, and select key digital projects that align with their industrial upgrading, social governance and improvement of people's livelihood. Fully responding to their actual development needs, we take supporting national development, social progress and public well-being as our fundamental goal. All cooperation outcomes will take root locally, deliver tangible results and bring benefits to all people.

中方依托全球完备的工业产业体系与成熟数字化科技成果，秉持开放共享的合作理念，全面输出数字技术、工业产能与成熟产业经验，通过技术赋能、能力转移、业态共创，助力各合作国补齐数字基建短板、培育新型数字业态、激活本土产业动能。各方将深度融合、协同共建，在各国属地设立专项合作组织，统筹平台运营、项目落地、资源对接与产业联动，持续推动金砖合作网络向纵深、常态化、本土化发展。

Leveraging the world’s complete industrial system and mature digital technological achievements, China adheres to the cooperation philosophy of openness and sharing. We will fully share digital technologies, industrial capacity and proven industrial experience. Through technology empowerment, capacity transfer and joint creation of new business forms, we help all partner countries shore up weaknesses in digital infrastructure, foster new digital business models and revitalize local industrial momentum.

All parties will pursue in-depth integration and joint development. Specialized cooperation organizations will be set up in respective countries to coordinate platform operation, project implementation, resource docking and industrial linkage. We will continuously advance the BRICS cooperation network toward in-depth, regularized and localized development.

为筑牢长效合作根基，我们将吸纳各国优秀人才组建金砖高端合作智库，构建双向赋能的智力支撑体系。同步在各合作国设立数字合作网络协会，广泛吸纳合作会员、凝聚本土资源；搭建分层数字培育体系，常态化开展高端专业技术特训与全民数字素养普及培训，快速培育本土专业队伍、提升全民数字化能力，全方位赋能各国全域数字化升级。

To consolidate the foundation for long-term cooperation, we will recruit outstanding talents from all participating countries to establish a high-end BRICS cooperation think tank and build a two-way empowering intellectual support system.

Meanwhile, Digital Cooperation Network Associations will be launched in each partner country to enroll members extensively and pool local resources. We will also put in place a tiered digital training system, delivering regular high-level professional technical training and universal digital literacy programs. These efforts will help rapidly foster local professional teams, raise the public's digital capabilities, and fully drive the all-round digital upgrading across all sectors in every country.

共商共建、联网共生、普惠共赢，是金砖数字合作的核心内核。未来各方将以本次签约为全新起点，建立常态化年度合作机制，以国别专属平台为载体、以属地重点项目为抓手，持续深化技术互通、产业对接、能力共建、人才共育，持续完善全球化数字合作生态。

Consulting together, building jointly, connecting for co-prosperity and pursuing inclusive win-win outcomes constitute the core essence of BRICS digital cooperation.
